    Paula Ingabire is Rwanda's Minister of Information and Communications Technology (ICT) and Innovation, leading the country's ambitious digital transformation agenda. Under her leadership, Rwanda has established itself as one of Africa's most progressive technology hubs, with initiatives spanning AI adoption in government services, digital identity systems, drone delivery networks, and smart city infrastructure.

    Ingabire has been instrumental in positioning Rwanda as a destination for major international technology conferences and partnerships. She has championed the Africa Smart Cities Initiative and overseen the development of Rwanda's digital economy strategy.

    She holds a Master's degree in Information Technology from Carnegie Mellon University and has been recognized internationally for her work in digital governance, earning awards from the World Economic Forum, the ITU, and the African Union. Her work demonstrates how developing nations can leapfrog traditional development paths through strategic technology adoption.
